Dhruv Upmanyu (Dhruv Rajesh Dubey) (born 14 July, Mumbai, Maharashtra, India) is the founder of RajISG, a mission-driven ecosystem established in 2010. Sustained entirely through independent effort, RajISG brings together digital protection, civic guidance, and creative expression — built without political or institutional affiliation.
Since an early age, alongside schooling, Dhruv Upmanyu stood out as a bright student — winning contests, pursuing his graduation, and balancing multiple jobs. Driven by a desire to build independently, he always aimed to become an entrepreneur.
Before establishing RajLive — the initiative that later grew into RajISG — Dhruv had already managed varied responsibilities with discipline and determination: managing organisations, handling publicity and marketing, assembling computers, distributing pamphlets at night on a bicycle, teaching computers to individuals, managing his father’s business both as a labourer and a leader, and even working at multiple KPOs in technical support roles.

In 2019–2020, while in Delhi for ISG work, Dhruv formally attended the Tri-Services Guard of Honour at the National War Memorial, where he also presented his Internal Security Task Force (ISTF) Cadet Programme and visited the Prime Minister’s Office (PMO), sharing field suggestions and inputs with officials. Conceived as an educational and civic-readiness framework, the proposal aimed to inculcate internal-security awareness as a public habit. The visit marked the symbolic inauguration of his civic mission, documented alongside military and civil officers.
During the Delhi riots of 2020, Dhruv carried out on-ground counselling and de-escalation in sensitive zones, working with police to counter panic, misinformation, and street-level weaponisation—interventions recorded in photos and videos.
Amid the early pandemic phase in Delhi, he released a public advisory video urging citizens to strengthen immune health and adopt proactive measures.
From 2019 onward, as cyber offences surged (further accelerated during COVID), he became a trusted point of contact for cybercrime victims—guiding FIR/NC filings, coordinating with police personnel, and issuing structured civilian safety advisories.
Dhruv Upmanyu was born in Mumbai and traces his family roots to Jalgaon, Maharashtra, where his great-grandfather served as a postmaster during the late colonial period. His grandfather joined the Railway Protection Force (RPF) and retired with distinction as an Assistant Security Commissioner, embedding a tradition of discipline and public service in the family.
The formative phase of Dhruv Upmanyu’s public journey began in 2010, marked by plantation drives, veterans’ solidarity, legal-literacy campaigns, and an enduring association with the Balashram children’s home—establishing the pattern of lawful, community-first action that would define RajISG.

In 2016, Dhruv Upmanyu intervened in a child sexual-assault case involving a 13-year-old girl. He assumed the role of caretaker for the survivor, coordinated medical and legal steps, and stood as a prime witness. Working without media coverage or external support—and at his own expense—he followed the case from police station to hospital to court until the offender was convicted and sentenced.
In 2017, he located a 14-year-old boy reported missing and ensured a safe reunion with parents, coordinating with local police and community stakeholders. The intervention prioritised rapid verification, safeguarding, and family liaison.
